As we move fully into the mid-term election season, we’re still focusing on the Senate races fairly often since the GOP has a rare chance to pick up a number of seats and take back the majority. An unexpected opportunity may be in the offing out in Montana, as we’ve discussed before, since Senator Max Baucus is expected to shortly be departing for a new job as Ambassador to China. The DSCC seems to have settled on their own hand picked replacement in the person of Montana Lt. Gov. John Walsh, and many are speculating that Governor Bullock will move quickly to put him in as interim Senator, giving him the advantage of incumbency in both the June primary and the general election.

Gov. Steve Bullock said Friday he expects to move quickly to appoint an interim U.S. senator once Sen. Max Baucus is confirmed as ambassador to China and resigns his seat.

As he has for weeks, Bullock refused to answer hypothetical questions about the appointment until Baucus is confirmed and resigns his Senate seat.

However, for the first time publicly, Bullock expressed his desire to move swiftly to fill the Senate appointment once it’s vacant.

“I also recognize that we only have three members representing us in D.C., so it’s important that we have the voices and strong voices and voices there immediately, so I certainly wouldn’t want to protract it or drag it out,” he told reporters about the Senate appointment.

Bullock may be having second thoughts if he was really planning to appoint Walsh though, and the Democrats might have moved a bit quicker than they’d like. Since the news broke, observers have been noticing that there are more than a few odd things going on.

Walsh Was Formally Reprimanded By Army Over Advocacy

Montana’s lieutenant governor John Walsh, the former commander of the Montana National Guard, was formally reprimanded by the U.S. Army in 2010 over his advocacy of an organization that promoted National Guard interests.

An Army Inspector General document first reported in December said Walsh improperly used government resources for personal gain and to “solicit/coerce” Guard officers into joining the National Guard Association of the United States. That report said Walsh wanted to boost Montana Guard membership in that association because he was running for vice-chairman of the group.

The Inspector General report referred the matter to the Army JAG, or Judge Advocate General. That in turn resulted in a “memorandum of reprimand” obtained Friday by MTN News under the Freedom of Information Act.

That memo says Walsh, now a Democratic candidate for the U.S. Senate, violated federal codes of ethics when he used government resources in the effort.

The Inspector General report said Walsh used federal computers, Walsh’s official e-mail and photo, and the time of his executive assistants in endorsing the organization. In his efforts he sent emails to more than 177 Guard officers and warrant officers to solicit their membership in the group.

Walsh said Friday that he had nothing to apologize for. The group he was endorsing, the National Guard Association of the United States, has an important role in a time of shrinking budgets to keep the Guard well-equipped and to ensure appropriate benefits for Guard servicemembers and their families, he said.

The memo, signed by Gen. Peter W. Chiarelli, vice chief of staff of the Army, notes that it does not constitute “punishment” under the Uniform Code of Military Justice, but it also says that Walsh’s “failure to adhere to Army Values causes me to question your ability to lead.”

“As a senior leader, you are expected to understand and comply with all legal and regulatory requirements regarding your involvement with NFEs (non-federal entities),” the memo says. “You must remain impartial in your dealings with NFEs, no matter how important or worthwhile you may believe the organization to be. Your actions were unacceptable, inconsistent with the conduct expected of our senior leaders.”

Walsh said the position he was seeking within the NGAUS was an unpaid, volunteer position.

“For 33 years in my military career, my number one priority has been focusing on making the Montana National guard a better organization,” he said Friday. “And so by belonging to the National Guard Association of the United States, I realized early in my career the impacts that that organization had on the National Guard.”

The NGAUS says its legislative accomplishments in fiscal year 2010 include extension of TRICARE (health coverage program for military personnel, retirees and families) benefits and securing more than $1.5 billion in funding for Guard and Reserve equipment and construction.

Walsh retired from the Guard to seek election as lieutenant governor in 2012 on the ticket with Steve Bullock.

He’s running in the U.S. Senate Democratic primary against former Lt. Gov. John Bohlinger and Wilsall rancher Dirk Adams for the Senate seat being vacated by Sen. Max Baucus.

He’s also said he’s interested in the appointment to the seat when it is vacated by Baucus, who has been nominated to be the next U.S. ambassador to China and could leave the Senate within months, if not weeks.

Governor Bullock, who has the authority to appoint a senator for that vacancy, has endorsed Walsh in the election but has not indicated whether he will appoint Walsh to the position should the opportunity arise.

U.S. Rep. Steve Daines is widely expected to be the Republican nominee in the race.

MSNBC’s Steve Kornacki identified what looks like the real impetus for the George Washington Bridge lane-closure scandal: a huge real estate development. That was almost inevitable: all politics is about real estate.

Lt. Gov. John Walsh (D-MT) has focused his campaign for the United States Senate on his record of public service, including four years as the Adjutant General of the Montana National Guard.

Walsh has led troops in Iraq and wants Montanans to know about his long record of military service when they reach the voting booth.

“Prior to becoming lieutenant governor I’ve served for 33 years in the Montana National Guard,” he said in an interview with MTN News on December 16th. “So basically my entire adult life has been involved with public service.”

But an August 2010 report from the Inspector General of the U.S. Army, obtained by MTN News, says that Walsh improperly used his position in the Guard for his own gain.

Walsh added that Palin’s just fueling the “white grievance industry” with charged comments like that.

Biden Calls The Wrong Marty Walsh…For The Second Time!

WASHINGTON — If your phone number has a 617 area code, check your messages — there’s a chance you got a call from Joe Biden Tuesday night.

That’s because the vice president was having all sorts of trouble reaching Marty Walsh, whom he wanted to congratulate on being elected mayor of Boston.

On Wednesday, The Boston Globe reported that Biden called the cell phone of a man named Marty Walsh and offered him hearty congratulations on winning the election. “You son of a gun, Marty. You did it!”

It was the wrong Marty Walsh.

Now, a HuffPost reader named Toni has come forward to say that she too got a call from Biden Tuesday night, congratulating her on becoming mayor.

The call came in a little past 10:00 p.m. She let it go to voicemail, thinking it was odd that an unknown caller from Washington, D.C., was calling at that hour. Shortly thereafter, she listened to the message:

Mr. Mayor, congratulations. Marty, this is Joe Biden. Nice to see you win and nice to see Labor win. Anything I can do to help you from the White House in terms of your needs in Boston, holler man. Congratulations. Enjoy the night.

Just minutes after the election returns arrived in Boston Tuesday night, Martin Walsh’s cellphone rang. It was the vice president of the United States, Joseph R. Biden, offering his congratulations.

“You son of a gun, Marty!” he thundered. “You did it!”

The only problem was, it was the wrong Marty Walsh.

Biden had called the cellphone of Marty Walsh, a former aide to US Senator Edward M. Kennedy who is now the president of Gateway Public Solutions, a government relations firm in Boston.

At the time, this Marty Walsh said, he was sitting on the couch with his wife at their home in Natick, watching the election results on television. Meanwhile, the other Marty Walsh, the one who had just been elected mayor of Boston, was at the Park Plaza Hotel, celebrating his victory.

The less-famous Marty Walsh said he thanked Biden for his kind words, but told him that he reached the wrong Marty. He offered to help the vice president track down the right one, the one who had just been elected mayor.

Marty Walsh said he also got jubilant voicemail messages from R.T. Rybak, the mayor of Minneapolis and vice chairman of the Democratic National Committee, and from US Representative Debbie Wasserman Schultz of Florida, the chairwoman of the committee.

Hey, did you hear the one about the disappearing “Nigerian email scammers”? They’ve “become a lot less active lately” because they’ve “all been hired to run the Obamacare website.” That’s Sen. Ted Cruz, folks, on his Reactionary Real America Victory Tour Monday night, and he’ll be here all week, maybe all decade. Tip your waiter!

Declaring that our first black president’s signature policy achievement is being run by “Nigerian email scammers” is GOP dog-whistle politics at its finest. Of course, Cruz wasn’t just going for cheap laughs at the expense of the Affordable Care Act. He knows it’s a short hop from Nigeria to Kenya for his Obama-hating Houston audience. Polls show up to two-thirds of self-described Republicans still harbor doubts that the president was born here, and even mainstream GOP leaders indulge rather than dispel those doubts. Cruz enjoys them. (Remember, his father told an audience that only “political correctness” keeps Republicans from telling Americans that Obama is Muslim.)

So, a reference to Africans? Check. A stereotype about people who either work for or use government services, like “scammer”? A reference to “email” that’s a stand-in for “something about the Internet these people probably don’t understand anyway”? Check. It took Newt Gingrich several tries to communicate to his audience that Obama suffers from “a Kenyan anti-colonial mind-set” and is “the food stamp president.” Cruz did it with one dumb joke.

The Texas demagogue also knew Obama supporters would likely see through his “joke” to its slick birtherism and borderline racism – and he didn’t care. In fact, that’s part of the fun.

(Salon) — As predictably as night follows day, on Monday the media establishment pivoted away from obsessing about GOP extremism and the party’s alleged “civil war” to the “train wreck” that is, allegedly, the Affordable Care Act.

And liberals helped lead the pivot.

Don’t get me wrong: The problems with Healthcare.gov are real, and disturbing, and must be fixed asap. (Think Progress has a dispassionate assessment here.) But excuse me if I believe the president knows that without my telling him. It’s like watching the 21st century version of the rise of the Democratic Leadership Council, and I feel the way I did back then: On the one hand, yes, it’s important for Democrats to acknowledge when government screws up, and to fix it.

On the other hand, when liberals rush conscientiously to do that, they only encourage the completely unbalanced and unhinged coverage of whatever the problem may be.

It was predictable that the media would go nuts about this today, given that they’ve spent so much time having their noses rubbed in how insane the GOP has become, after trying so hard, for so long, to ignore it. It feels like a law of nature. Nature abhors a vacuum; media nature abhors a false-equivalence vacuum. I feel like I saw it start on Thursday, when the New Yorker’s Ryan Lizza, a writer I like and admire, tweeted something farcical.

Salon editor and MSNBC contributor Joan Walsh joined Joy Behar on Current TV tonight to discuss, among other things, Vice President Joe Biden‘s speech at a memorial service yesterday for the MIT police officer killed by the Boston bombing suspects.

As Behar put it, the comment that has “set the teeth on edge in conservative circles” was Biden’s term “knock-off jihadis” to describe the terror suspects. She asked Walsh what about that phrase was getting under Republicans’ skins.

“They really want this to be all about terrorism,” Walsh said, “and all about terrorism that Obama missed. And all about terrorism that he missed because he’s a secret Muslim.” She said that was the wrong narrative and Joe Biden has the “right narrative.”

“There’s an element of Islamic radicalism, we can’t ignore that,” she continued, “but there’s also an element of being idiots, and being products of a certain kind of American alienation, too.” Walsh’s explanation of Biden’s point is unlikely to sway many of his conservative critics, given her suggestion that American culture could have played as big of a role in the suspects’ motivation as Islamic culture did.

Salon Lib Joan Walsh: “Are The Tsarnaev Brothers White?,” They Are More Like “Young American Mass Murderers Than Al-Qaeda”…

In the wake of David Sirota’s hot-button essay last week, “Let’s Hope the Boston Marathon Bomber Is a White American,” conservatives swarmed to trash Sirota and Salon. I’m not here to defend or criticize Sirota’s piece – I get in enough trouble on these issues myself — but the storm it provoked was revealing, especially once we learned the identity of the two suspects: Tamarlan and Dzhokhar Tsarnaev, ethnic Chechens who grew up in Russia and came legally to the U.S., who were also Muslim.

Hate mail and punditry targeting Salon and Sirota declared that Sirota was not only morally wrong in hoping the terrorists would turn out to be white — but that he was proven spectacularly incorrect, because the Tsarnaev brothers are not white.  “Sorry David Sirota, looks like Boston Bombing suspects are not ‘white Americans,’” wrote the folks at Newsbusters. “Is David Sirota crying uncontrollably because the Boston bombers weren’t whites??” one conservative emailed Salon. There was a lot of other email in the same tedious vein.

But are we sure the Tsarnaevs aren’t white? They are quite literally Caucasian, as in from the Caucuses: Rebecca Eisenberg helps with this handy map.  And ethnically in this country, we count Americans of Russian descent, as well as Chechens, as white. Dzhokhar was a naturalized American citizen; Tamarlan had applied for citizenship but reportedly didn’t get it because of FBI concerns about his possible ties to Islamic radicals.

So why are the Tsarnaev brothers not white, at least to right-wingers? Is it only because they’re Muslim? Muslim immigrants? Or is it because they’re “bad,” and whiteness must be surrendered when white people are bad?

Arguing that Boyle’s reporting has a racial undercurrent, Walsh’s post is entitled: “How not to seem like a racist: A tip for right-wingers angry about charges of racial bias: Try treating the Obama daughters with decency.”

Walsh’s general theme, and explicit advice she repeats, is: “Try treating his [Obama’s] daughters with respect.”
