According to Phoenix police, the incident occurred near the Sandra Day O’Connor U.S. Courthouse near 7th Avenue and Jefferson Street.
A suspect vehicle was seen leaving the area after the shooting.
The victim suffered non-life-threatening injuries, police say.
Police were set to give an update on the situation but later said the FBI was taking over the investigation.
