This sounds like “Please don’t hit us, we know we can’t take it” and/or an effort to appeal to Democrats. They know Trump will respond, but want to have Democrats say “but look, they were willing to stop.”

It’s beginning to look like a style over substance hit to say they fired back, but they may have done it trying not to actually hit anyone, knowing the response would be overwhelming if U.S. military are killed. But we’ll have to see as it unwinds.
