A mother captured a powerful image of her 4-year-old daughter and their effort to return to some normalcy in Panama City.

The area was devastated by Hurricane Michael.

Heather D’Agostino Piddington said she and her daughter Alivia went trick-or-treating Wednesday night in their neighborhood.

Piddington said the family evacuated and just returned to the Magnolia Hills neighborhood of Panama City on Monday.,

She spoke with neighbors and made Halloween happen for not just Alivia, but other children in their neighborhood.
