Sen. Jon Tester (D-Mont.) voted for Second Amendment restrictions following the December 2, 2015, San Bernardino terror attack.
The measure Tester supported–S. Amendment 2908–was put forward by Sen. Joe Manchin (D-WV), who tried to use the terror attack as an opportunity to revive his failed post-Sandy Hook gun control push.
Amendment 2908 sought to restrict the Second Amendment by expanding the National Instant Criminal Background Check System’s prohibited buyers’ list. The amendment was also intended to enhance and expand background checks in general, thereby criminalizing a gun sale between neighbors, co-workers, or lifelong friends.

Less than a year after voting for Manchin’s gun control Tester put his name on the dotted line again by voting for Sen. Dianne Feinstein’s gun control push.
Tester supported Feinstein’s attempt to add the no fly list to background checks. The gun control was ultimately defeated on the ground that it violated due process rights, but Tester stood shoulder-to-shoulder with Feinstein in an effort to secure it.
