North Carolina Governor Roy Cooper announced on Tuesday that he is pulling back National Guard troops at the border.

The decision comes amid backlash regarding laws that separate families of illegal immigrants while they await qualification for asylum.

Cooper called the policy “cruel” and said it required a strong response, leading him to recall the three troops he sent to the border to help with Operation Guardian Shield.
