Cover-up. Runcie came in 2012 when the county school district had the highest number of arrests in the state. In a year it dropped 66%, which is of course, impossible unless you are deliberately ignoring kids who need to be arrested. Then he got $54 million in grants from the Obama administration. When you ignore kids who need to be arrested, it results in 17 dead people and a whole lot of continuing problems.
