Per Wall Street Journal correspondent:

The government has had security at various Coptic Churches since the Muslim Brotherhood attacks on the churches in 2013. It is not clear whether this security was government, private or a combination.
According to other parishioners, security at St. Marks was lax.
As security officials arrived to secure the site, angry churchgoers gathered outside and hurled insults, accusing them of negligence.
“There was no security at the gate,” one woman told reporters. “They were all having breakfast inside their van.”
A man asked, “You’re coming now after everything was destroyed?”
25 are now dead, at least 49 wounded. 6 of the dead were children.
