Donald Trump took direct aim at the Affordable Care Act on Tuesday, vowing to press Congress to gather in a “special session” to do away with the federal health-care law if he is elected president.

“When we win on November 8th and elect a Republican Congress, we will be able to immediately repeal and replace Obamacare. Have to do it. I will ask Congress to convene a special session so we can repeal and replace,” Trump said during a midday speech here.

But there appears to be no necessity for a “special session” on Capitol Hill. The current Congress will reconvene soon after the election. And early next year, the new one will gavel in.

Trump’s comments came as he and Democrat Hillary Clinton embarked on another busy day of campaign events in a contest that has been roiled by news that FBI Director James B. Comey is revisiting his probe into the potential mishandling of classified material in Clinton’s email practices as secretary of state. Clinton plans to campaign in Florida, where aides said that she will focus on Trump’s treatment of women. In addition to Pennsylvania, Trump will visit Wisconsin. Polls show Clinton leading him in both states.
