The State Department already admitted they were linked, just calling it ‘leverage’ rather than ransom. So trying to justify it by saying it was owed because of a legal settlement doesn’t cut it. The settlement hadn’t been paid in close to 40 years and there was no need to cut it at that point, except to be ransom. Plus, paying in cash likely was illegal.
