So, if you read between the lines, the Turks closed the airspace over the base, cutting off U.S. operations because they were concerned that the plotters who were Air Force would flee. Once they were able to obtain the people they wanted, they freed the airspace again.  But power is still out and it is unclear whether they are still on a lockdown status. But flying again is a good sign.
