Pittsburgh in particular has been trying to squeeze out Uber for a long time now.

The fine is the largest civil penalty in the history of the state Public Utility Commission. It was levied as punishment for the ride-sharing company doing business without a permit.
Uber has since been granted a two-year experimental license by the PUC to give rides in Pennsylvania. The license was approved in January 2015.
