Interesting, no one actually reports on what the graffiti says, and clearly at least some of it is words.

You don’t have to look hard to see graffiti along the waterfront in Stockton. It’s on the railings, covering concrete and muddying up signs.
Vandals have defaced the firefighters memorial and other nearby sites, too.
And now this.
Vandals hit the Veterans War Memorial a few days ago.
“I think it’s terrible that they put graffiti on any of the memorials, but especially veterans. These are people that’ve lost their lives fighting for our country,” said John Bayley, a retired Vietnam-era veteran of the Air Force.
He served more than 20 years and this attack hurts.
