Hillary Clinton on Tuesday will lay out her plan for preventing another terror attack like the one in San Bernardino, a prebuttal to the evening Republican debate that is expected to include jabs at both President Barack Obama and Clinton for their track records on counterterrorism.
In a speech she will deliver in Minneapolis in the afternoon, the Democratic front-runner will call for a “360-degree strategy to keep America safe.” A Clinton campaign aide said the speech will be the third part of her plan to defeat the Islamic State, adding, “The attacks in San Bernardino underscored both the urgency and complexity of the threat.”
