Vice President Joe Biden, who touts himself as Washington’s optimist, delivered an uncharacteristically stern speech on sexual assault to a packed gym of Clemson University students Tuesday morning.
“Sexual assault isn’t about sex,” Biden said, “It’s about power.”
Biden delivered his 30-minute address at Clemson on the first stop of his “It’s On Us” tour. The program raises awareness against sexual assault on college campuses, a portion of the United States that Biden says has fallen behind in the fight against rape and domestic violence.
“No means no,” Biden said. “There are no exceptions.”
Biden, who introduced the Violence Against Women Act in 1990 while serving in the Senate, called on two main actions to fight sexual assault on college campuses: hold universities accountable to prevent assaults and bring men into the conversation.
“The real definition of manhood is not whether you can physically abuse a woman,” Biden said. “It’s to find the courage to step in and stop someone when you know what’s about to happen. And you guys know it when you see it!”
Biden further appealed to definitions of manhood, calling men who witnessed rape or assault and did nothing to prevent it “accomplices” and “cowards.”
“You look at the guy who’s taken advantage of a woman or girl,” Biden said quietly. “You view him for what he is: a disgusting person.”
