Why do they make the distinction ‘domestic terrorist’ when we have no idea as yet who it is?

A $20,000 reward has been offered for the capture of a ‘domestic terrorist’ who has been shooting vehicles on an Arizona freeway since the end of August.
In the latest attack, which happened on Wednesday, a truck’s passenger window was shattered by a possible bullet.
The shocked driver pulled off Interstate 10 into a gas station following the suspected shooting – the ninth in ten days. He was not injured during the incident.
