Because police will be doing no affirmative actions that might place them in jeopardy, knowing they will be thrown under the bus by Baltimore’s leadership. And who can blame them really? They will do their jobs, and no more.

BALTIMORE — A woman and a child were shot and killed at 100 Upmanor Rd. Thursday morning, police said.
Officer responded to reports of a shooting shortly after 8 a.m. and found the 8-year-old boy and 31-year-old woman shot in the head.
Police initially found the woman… and then the boy. They were both pronounced dead at the scene.
Baltimore Police ask that anyone with information call 410-396-2100.
This homicide puts the number of homicides this month at 38, reaching the record set in 1999, the deadliest May in the history of Baltimore, according to WBAL.
Baltimore is the largest city in Maryland, and the 26th-most populous city in the country.
