Interesting claim. What Marilyn Mosby is missing in her assertion that there was no ‘probable cause to arrest’ is that suspects are often stopped to be questioned in such situations, a high dug area with a known drug suspect. If he then runs, naturally they believe he has drugs on him.

The source seems definitive about the toxicology report, less sure about why they would not claim a drug deal took place. Further, what happened to the other man stopped and why wouldn’t the officers at least in later questioning have mentioned all this? Or is this being sat on by the clearly biased prosecutor, Marilyn Mosby?
