Democratic Gov. Steve Bullock has vetoed a second bill this session that would have lowered Montana’s individual income taxes.

Bullock said in a letter explaining his decision that Senate Bill 200 would have unfairly benefited the top 10 percent of income earners.

The proposal from Republican Sen. Duane Ankney of Colstrip would have cut income taxes by 0.1 percent to 0.2 percent, widen Montana’s tax brackets and reduce the capital-gains credit rate.

“Although we have just 20 days left of a 90-day session, the Legislature has yet to settle on a revenue estimate,” Bullock wrote. “The Legislature, controlled by Republican majorities in both houses, has disregarded my balanced budget and proposed spending and tax cuts that would put the state in deficit spending by $90 million. The lack of fiscal discipline would jeopardize the strength of Montana’s economy and our place as the most fiscally prudent state in the nation.”

New Jersey, Wisconsin and Louisiana are among the states that have seen trickle-down experiments fail, Bullock said, leading to “cuts to schools, roads and other services and forcing these states into, in some cases, billion dollar deficits.”
