Holder says the justice department “reserves all of its rights” to force basic change in Ferguson. “Nothing is off the table,” Holder says.

Holder says that while perceptions of the Brown killing may have been flawed, the context of the incident and those perceptions was real. “Some of those protesters were right,” Holder says.

Holder says Ferguson must implement community policing standards, observe due process, stop using search warrants to collect fines and make other changes… or else.
