The Oklahoma House of Representatives took measures Wednesday that would further limit ready access to abortion, passing one bill extending the waiting period for undergoing the procedure and advancing another outlawing “dismemberment abortion.”

House Bill 1409, by Rep. Lisa Billy, R-Lindsay, would extend the period a woman must wait for an abortion after consulting a provider to 72 hours. Currently, a woman must wait 24 hours.

The measure passed 89-9 after an amendment from a physician member of the House, Rep. Doug Cox, R-Grove, was stopped on a procedural vote. Cox joined eight Democrats in voting against the bill, which now goes to the Senate.

Earlier, the Public Health Committee passed and sent to the full House a measure almost identical to one introduced in South Dakota last year and in Kansas this year.

HB 1721, by Rep. Pam Peterson, R-Tulsa, would outlaw what it calls “purposely performing or attempting to perform a dismemberment abortion.”

“Dismemberment abortion” is not a medical term, according to several sources, but as used by anti-abortion rights activists generally refers to a procedure known as intact dilation and extraction, or D&E. The procedure is typically performed after the first trimester of pregnancy.

The procedure often results in the dismemberment of the fetus.
