J. Edgar may have worn a dress but he didn’t parrot the party line.

FBI Director James B. Comey on Thursday said police who work in neighborhoods where blacks commit crimes at inordinate rates end up with harmful attitudes about race, The New York Times reported.

“Police officers on patrol in our nation’s cities often work in environments where a hugely disproportionate percentage of street crime is committed by young men of color,” Comey said during his speech at Georgetown University, “Something happens to people of good will working in that environment.”

Comey added that the development of racial cynicism isn’t exclusive to white officers, according to the Times.

“We need to come to grips with the fact that this behavior complicates the relationship between police and the communities they serve,” he said.

In the wake of recent headline-making deaths at the hands of police, Comey wants law enforcement agencies to be forced to report officer-involved shootings so that a baseline can be established and the nationwide issue can be measured, the Times reported.

“It’s ridiculous that I can’t tell you how many people were shot by the police last week, last month, last year,” Comey said.
