WASHINGTON — The White House is laying the groundwork for jamming a replacement for outgoing Attorney General Eric Holder through a lame-duck Democratic Senate — even if Republicans seize back the chamber in the November elections.
Holder’s exit, pending confirmation of a successor, presents the White House with a tactical dilemma: try to get a nominee through now, with Democrats in control, or roll the dice and delay — when the nominee might need a modicum of bipartisan support to clear a GOP-controlled Senate.
