How are 15% “not sure”?

A new Rasmussen Reports national telephone survey finds that 46% of American Adults think higher corporate taxes hurt the economy, while just 26% say they help. Fourteen percent (14%) think higher corporate taxes have no economic impact. Fifteen percent (15%) are not sure.
