Federal investigators rescued a 13-year-old Honduran boy who was being held hostage in Phoenix late last week and arrested a man and woman on kidnapping and drug-related allegations, according to a statement from U.S. Immigration and Customs Enforcement agents.
Frances Salas, 27, a Phoenix resident, and Jesus Millan-Rodriguez, 31, a Mexican national, were thought to have been holding the boy at a central Phoenix apartment while they were trying to “extort additional smuggling fees from his family,” an ICE statement said.
Investigators learned about the boy after his mother called Homeland Security officials in Fort Lauderdale, Fla., who passed the information along to the Phoenix office, according to the statement.
