The police are collecting witness statements which police, in the normal course of things, would not necessarily publish right away so that the witnesses statements wouldn’t be tainted.

But meanwhile, media ran with Dorian Johnson’s account that Michael Brown was shot in the back, allowing ‘witnesses’ who may or may not have seen anything to piggyback off the erroneous story.
