I doubt Clinton is going to stop the dependency on the federal government.

Too many black men and boys end up in jail or in trouble in school instead of graduating and landing jobs, panelists said during the Clinton Global Initiative America on Wednesday.

And work to change that cannot be dragged out any longer, they said.

“I need change right now,” said panelist Christopher Chatmon, who directs the office of African-American male achievement for the Oakland, Calif., Unified School District.

Chatmon said when he began work at the Oakland district, the graduation rate among black students was about 40 percent. Suspension rates have been cut by half, but still, only 50 percent of black students leave school with a diploma.

“It’s not enough,” Chatmon said.

Drop-out rates among black students are disproportionately high across the country, deputy U.S. Secretary of Education Jim Shelton said in his opening remarks to “Men and Boys of Color: Investing in Pathways to Opportunity and Inclusion,” which also focused on eliminating the achievement gap and increasing literacy rates.

“There is not much low-hanging fruit in this work,” Shelton said.

The work needs to begin early, Shelton said. If students aren’t reading at grade level by third grade “everything crashes.”
