Part of the requirement in releasing anyone from Gitmo is that you must demonstrate some mitigation of their likelihood to cause trouble in the future.
Apparently, the “mitigation” for the five released terrorists in the Bergdahl trade is that they will stay and live it up in Qatar for a year:
