Political scandals can be complicated. Kickbacks are hard to explain, pay to play is rarely black and white, even elaborate frauds seldom boil down to a sentence or two. But there is nothing complicated about a car running a stop sign.

That basic lesson of municipal politics was made painfully clear to Mayor Bill de Blasio this week after his chauffeured sport-utility vehicle was tailed by a local television news crew and caught breaking some basic rules of the road.

The mayoral caravan, observed by the reporter Marcia Kramer of WCBS-TV, was clocked at 10 to 20 miles per hour over the speed limit, and camera footage showed Mr. de Blasio’s S.U.V. driving through stop signs in a residential neighborhood in Queens without pausing.
