The man, obviously having partaken of some good substances, climbs on top of the van, then jumps off. Police order him to get on the ground. He does, rolling around.

He then gets up, talks with the police officer briefly, then runs off, saying “Peace out, mother f**kers!”, while waving his arms as if to take flight.

Chicago police then don’t even bother to stop him.
