UNITED NATIONS, March 17 (Reuters) — The U.N. Security Council voted on Thursday to authorize a no-fly zone over Libya and “all necessary measures” — code for military action — to protect civilians against leader Muammar Gaddafi’s forces.
Ten of the council’s 15 member states voted in favor of the resolution, with Russia, China and Germany the five that abstained. There were no votes against the resolution, which was co-sponsored by France, Britain, Lebanon and the United States.
Earlier todat the French said they wanted to begin bombing “within hours” of an approved resolution.
(Reuters) — France believes there is enough support at the U.N. Security Council to pass a resolution on Libya on Thursday and military intervention could take place within hours of that, senior French diplomatic sources said.
Any action could include France, Britain, possibly the United States and one or more Arab states, the source said
