Why is a non-citizen being given financial aid in the first place?

Boston Marathon bomber Tamerlan Tsarnaev was awarded $5,566 in educational aid to attended two different community colleges, the state education department announced today.
Below is the email from the department received by the Herald today from education department spokesman Matt Wilder:
As the result of inquiries received by this office, we are writing today to update you on information we have discovered while conducting an analysis of public education aid received by Tamerlan and Dzhokhar Tsarnaev.
