Priorities. If he doesn’t use the autopen the bill will have to be flown to Hawaii costing taxpayers tens of thousands of dollars.
The White House has yet to say whether the bill would be flown to Hawaii for signing by Pres Obama or the ‘autopen’ be used at the WH.

Since taking office, Pres Obama has twice authorized use of the ‘autopen’ to sign urgent bills into law when he was out of town.
