Though Biden ended his speech on a serious note, he cracked a joke about his habit of speaking frankly.
“I have a bad reputation of saying what I think,” he said to laughter that broke into cheers. “I told Barack when he asked me to do the job that wasn’t gonna change. And it’s not gonna change.”
