Two things wrong with her claim: 1) The highest it reached was 39% and it was for a very brief period of time — 2) The average approval rating during her speakership was only 24%.

PELOSI: And we had 40 percent approval for the Congress. It’s about 25 percent now. I didn’t think 40 percent was good enough, but nonetheless it’s much lower now. Congress is always . . . let’s put this in perspective: Congress has always been a mockery since the beginning of our country and if you looked at the history of it, they’ve always been fighting over one thing or another.
What Pelosi also failed to mention is she consistently polls as the least liked Congressional leader with approval ratings hovering in the 20s.
