In the face of the possibility that the Supreme Court could strike all or part of the health care law, reforming the system was always likely to be a multi-year, multi-step process much the way civil rights legislation took nearly a decade to unfold, Rep. Jim Clyburn said Monday.
“What folks call the Civil Rights Act are four distinct acts done over eight years. That’s what I think we’re gonna have to do with health care,” the South Carolina Democrat said on MSNBC’s Morning Joe.
“When we talk about civil rights in this country, I often hear people say ‘You know, the Civil Rights Act did this and did that’ — which one?” Clyburn, the third-ranking Democrat in the House, said. “It did one thing in ’64, it came back and did voting in ’65, it came back and did housing in ’68, it came back and did the public sector in 1972.”
